CECA Academy Briefing 15th March 2023
The CECA Scotland Academy is an industry driven programme designed to create a pathway from full
time education into employment into the civil engineering sector in Scotland.
There is no existing pathway and Board of CECA Scotland have committed to addressing this gap to
create a pipeline of new talent into the sector to address the chronic skills challenges. This is an
entry level operative programme.
The CECA Scotland Academy will attract, train, qualify and support new entrants into the Scottish
civil engineering sector. This will be achieved by regional Colleges delivering programmes
throughout Scotland starting in August 2023.
CECA Scotland will be working with employers, clients, local authorities and training providers to
secure suitable land for the outdoor based training. This is important to ensure that the learners
had a daily lived experience of working and problem-solving outdoors.
The six-month course will cover health, safety, environmental practices, road drainage, kerbs and
channels, holes and trenches, reinstating ground, forming, laying and finishing concrete. It will also
include non-technical elements to get learners ‘work ready’ such as preparing them for transient
working and being away from home, mental and financial wellbeing, drugs and alcohol testing etc.
On completion each student will have completed a NPA SCQF Level 5 in Construction Operations.
The course units were specifically chosen by the CECA Scotland members to meet the generic
requirements of the civil engineering operative role.
